After drinking a bottle of an experimental substance, laboratory orangutan Cha Cha develops an IQ of 256 and the ability to speak. As soon as the government realizes this, they rechristen Cha Cha Mr. Smith, transform him into the embodiment of a human being, and set up him as a governmental consultant -- meanwhile assigning a very displeased Raymond Holyoke as his watchful eye.
