With his modernization program, unique both in volume and in speed, Kapodistrias turned Greece into a state. But he came across many obstacles, both inside and outside the borders, until he was murdered on September 27, 1831.
As governor, Kapodistrias submits a memorandum to the 3 Great Forces on the financial support of Greece. Immediately after his arrival in the country, he starts his governmental work and the negotiations for the Greek borders.
Shortly before and right after the burst of the Greek Revolution, Kapodistrias tries to safeguard and support the fight for freedom. Finally, in the spring of 1827, Kapodistrias accepts to become the first governor of Greece.
From the position of Minister of Foreign Affairs, Kapodistrias works to promote social justice in Russia’s foreign affairs. Meanwhile, he comes in touch with the founders of Filiki Eteria and the Greek Revolution leaders.
